If- He explained that the BUI provided I that every loan proposal contemplated 1 by a local body should be approved by Ia board, the only specified members of which, were two already overworked officials, the Secretary of the Department of Internal Affairs and the En- £ gineer-in-Chief of the Public Works I Department.
