In reference to the Press Association telegram to the effect that the returning officer in Ohineninri was in doubt as to whether informal votes should not be included in computing votes cast to determine whether restoration is. carried (position now apparently clarified), a Dunedin lawyer states that-there is no ground for such views. The 1910 Licensing Act states that: “If a vote is void through informality, it shall not bo recorded,” and later, referring to what is necessary to effect a change, says “not less than three-fifths of the votes recorded.” The word “recorded” is used in both places, making it clear that informal votes do not count.
