CHINA’S CIVIL WAR.
OBJECTION TO SOVIET TREATY. CHANG ONLY A REBEL. (Reuter.) PEKING, Sept. 26. The , Government protested to the Soviet j against the signature of the agreement between the Soviet and Changtsolin, saying that Chang is openly rebelling against the Government, which will not recognise the agreement. Wupeifu has issued a proclamation denouncing Changtsolin, whose nature and character of a bandit is unalterable, and stating that Wu was instructed by the Government to quell the internal unresf, “and as it is the good wish of the foreign powers to see the early unification of the country, I trust the steps I have taken will meet with their support and approval.’’
Wu promises to afford the fullest protection to the lives and property of all nationalities without distinction.
