LONDON, September 10. f : The Times Berlin correspondents says that though it is denied that j Germany has 'opened negotiations with France to terminate the Ruhr i ; struggle, it is widely admitted that the outlnies thereof have been 4 formulated in readiness for a suitable opportunity. The view that sooner or later Germany’s financial istraits will compel the Government to appro*ach France finds expression in tha Vossisch© Zeitung, which says this >:• view is held in responsible circles both in Berlin and the Ruhr. A financial debacle can only bel averted by by balancing the budget which is impossible while passive i'es stance is subsidised.
