Le Matin says the exploitation of 4he occupied districts is daily becoming more fruitful and better organised. There are now only 7000 German railwaymen in the territory compared with 70,000 in March. The receipts equal 97 per cent of the expenses and the receipts in money, from the eoal.t ax and customs taxes on imports and exports exploitation of forests and seizure of marks are eight times in excess of the costs of exploitation.
