PARLIAMENT.

LEGISLATIVE COUNCIL. (Press Association.) WELLINGTON, July 25. The Legislative Council met at 2.30. The State Advances Amendment Bill was introduced and read the first time. The Police Offences' Amendment Bill was put through the final stages and passed, with a npw clause permitting Sunday Picture Shows on license from the Minister, in towns in isolated mining districts. The British Natonalities and Registration of Aliens Bill was also passed. The Council rose at 3.30. THE HOUSE. The House met at 2.30, and the following Bills were introduced and read the first time: —Auckland University Amendment Bill (Hon. C. J. Parr), Victoria College Amendment Bill (Hon. C. J. Parr), Registration of Aliens Suspension Bill (Hon. R. F. Bollard), Rangitaiki Land Drainage Amendment Bill (Hon. R. F. Bollard), Fisheries Amendment Bill (Hon. G. J. Anderson). The Amendment to Public Works Act was introduced by Governor’s message. The Hon. G. J. Coates explained that the main provision in the Bill provided for a more expeditious procedure in connection with the taking of land for the purposes of roads.

Mr J. A. Young (Hamilton) Avas, on the motion of Sir G. Hunter, elected Chairman of Committees and Deputy-Speaker. LICENSING. On the motion of the Premier, a select committee Avas appointed to consider in the interests of the public and generally for its more satisfactory working, Avhat amendments are required in the present Licensing Act, the committee to have power to call for persons and papers; three are to be a quorum, and the committee to consist of Messrs. J. Bitehener, W. S. Glenn, A. Harris, / F. F. Hockly, Hon. L. M. Isitt, Sir John Luke, W. B. Lysnar, M. J. Savage, G. Witty, R. A. Wright, and the mover. The Premier explained that the committee was necessary to take into account several important petitions awaiting consideration. On the motion of the Premier the House ordered that Government business take precedence on Wednesdays and Thursdays; he stated that if he was going to the Imperial Conference it would be obligatory that he should leave New Zealand on August 28th. which would land him in England the day before the conference met. The following Bills were read a second time: —The Rent Restriction Continuance, Companies, Special Empowering Local Registration, Industrial and ProAudent Societies Amendment, Immigration Restriction Amendment, Death Duties Amendment, Justice of the Peace Amendment. The cost of developing the mine is being provided by share capital deductions on the basis of Id. per lb. butterfat spread over three seasons. These deductions spread over the past two seasons, and the current season, complete payments in the majority of cases, and such suppliers will now have the satisfaction of knowing that in future no further calls-will be. made upon them for the development of the coal property, but that on the contrary it will constitute one of the most definite assets of the company owards the reduction of working and manufacturing costs.
