BORN AT SEA.
NEW RULING BY AMERICA. (A. and N.Z. Cable.i NEW YORK, July 23. The Immigration Commissioner has ruled that born at sea on ships bound to America hereafter will be classed as American citizens This has upset the tradition that a child born at sen assumes the ship’s nationality, which resulted in several infants being ordered to bo deported because the quota, was full despite the eligibility of the parents.
