NEW CHINESE CABINET. THREE FACTIONS UNITE. (A. and N.Z. Cable). (Received 9.55 a.m.) ' NEW YORK, Dec. 27. The Philadelphia Ledger’s Peking correspondent says that Liang Shi Yi has succeeded in forming a Cabinet embracing three of the most important North China factions, but exclusive of Canton. *t will be the strongest Government in China for many years, but 'will not truly represent united China, and will be held together mainly by force and trust in Liang’s ability to improve China’s financial condition. -"The three factions are t*e Chang Tso, Lin Chiao Tung, aha Tso Kun.
