OFFER TO EXTREMISTS. (A. and N.Z. Cable.) (Received 9.45 a.m.) CALCUTTA, Dec. 21. Lord Ronaldshay, Governor of Bengal, delivered an important speech at a meeting of the Legislative Council in Calcutta. He said that Lord Reading's promise to receive a deputation of representative leaders introduced a new factor. It was generally agreed that a truce was an essential preliminary to any conference. If he satisfied that the' extremist leaders were prepared to take action to this end he would be prepared to recommend the Government to take action in consonance with the altered situation. Nothing had exasperated feelings so much as the non-co-operators'' attitude towards the Prince's visit. If the boycott were abandoned and the hartial called off he would be prepared v to recommend the Government to stay its hand, so far was compatible with public safety.' If the non-co-dperators cried a, halt in their hostile activities he would recommend that the pending prosecutions should be suspended and those chai'ged released.
