Mr. Bishop, acting-secretary of the Coal Mine Owners’ Association, replying to Mr. Arbuckle, states that the period of the so-called national agreement February 1920-21, was the most troublesome in the history of coal mining; producing more petty stoppages, and lost output than had ever before been experienced, The owners object m going for individual agreements is to seeuro such settlements as will be understood by' all parties,. .. inere is absolutely no desire to interfere with the miners’ organisation. The owners’ proposals do not suggest a reversion to former conditions. They feel assured that when their proposals are better understood a settlement will be assured.
