CAUSE MISGIVINGS. >' (A. and N.Z. Cable.) LONDON,- August 2. There are some misgivings over -the prolonged deliberations by de Valera’s Cabinet bn Mr. Lloyd George’s proposals. It was hoped -that the Dail Eireann would be summoned this week to deal with the • scheme, but it now appears that this is unlikely. The utmost secrecy prevails over the events in Dublin. Undoubtedly, -the British proposals entailed some communication between de Valera and the Ulster political forces; before the basis for an Irish federal constitution could be drafted. . Possibly the absence of such conversations is accountable for the delay, or, on the other hand,' de Valera finds .difficulty in composing the divergencies between the moderates and the .extremists 'within the Sinn Fein movement, especially with regard to dropping the republican aspirations Tor allegiance to the Crown.

In the House, of Commons, Mr. Chamberlain said that it had been agreed between the Prime Minister and de Valera that, if the negotiations failed, reasonable notice of the -termination of the truce woujd be given.
