BERLIN, August\2 Captain ■ Wegner,. commander ’ of the first relief ship to reach Russia, writing to.the newspapers, says that that the people are sp weak through starvation and disease that they are unable to walk. Wooden houses ai'e- xised as firewood,'and only seven cable cars remain in Potrograd. A short ride costs 80,000 roubles, a pound of butter 22,000, a pair of shoes 300,000, eggs 2000 roubles each, hairpins 700each, and a pound of tea 80,000.
