The Constitution of Orange River.
The ©onatitution of the Orange River Colony haanoWHbeen promulgated. It pontains two Chambers, the Council consisting of eleven: and the Assembly of thirty-eight members. The Council are appointed by the Governor, three retire at the end of three years,, four at the end of five years, and four at i the «Eft 6f seven years j all are eligr ible for re-appointment; the retiring numbers are Jo be decided by ballot. The members of the Assembly -will be elected for single oonstituencies, of which five .have been apportioned to BloemfonI tein.
