An Arbitration Bureau, is to ■be established at The Hague; each signatory Power to nominate not; more than four members of the Court; Powers desiring arbitration to choose any numiber of arbitrators out of this list- 'England and Russia, teing 1 signatory Powers, may now, if ■fliey ichiooaei, employ this method of settling their 1 difficulty.
