WHAT THE RUSSIANS ARE DOING IN NEWCHEVANG.
Customs. Proclamation: As Newchawang is now under the authority of Russia, the duties and taxes leviable by the Customs shall be according to- what obtains in Foreign Custom houses. Furthermore, all Chinese junks entering or leaving the port of Manchuria must present their manife&'ti to the Customs, accompanied by a translation in the English or some otW foreign language of such manifesto. Do not disobey the above instructions. "Ura, appointed by Imperial decree of the Great Russian Empire, Commissioner of the Newchwang customs, hereby issues the above proclamation as Commissioner of the Western Maritime Customs."
From Taku the Russians were Bending the guns from ihe forts to PortArthur. The Germans were sending away 43 bronze guns weighing about 3 tons" each, obsolete as weapons, but splendidly cast and magnificent workmanship.
