SPEECHES OH THE WAR.

In an address to the Essex Liberal Federation the Hon. H. Asquith declares that the South African war Is most humanely conducted. No man in the Empire was more penetrated with a spirit of humanity tham Lord Milner. It was impossible to restore the status of the Republics, bu* he hoped to see a free federated dominion on the model of Canada or Australia. Mr Austen Chamberlain, speaking at a Conservative luncheon in London, declared that the meanest scriblers in the meanest journals never made more infamous or unfounded charges than that made by Mr Bannerman, alleging barbarity by Lord Kitchener or the army. A LIBERAL MANIFESTO. Mr Asquiih, in addressing the Essex Liberal Federation, protested against the Liberal Imperialists being denouncel as schisma'cics. They neither repented nor recanted their view, that the war was forced upon Great Britain ■without ♦Ny adequate reason, and entirely against our will. .__ No authority in the Liberal party either pontifical, or otherwise was empowered to excommunicate the holders of that view. i The resolution passed, at. the Queen's Hall inculcating the unconditional surrender to the Boers was also not an authoritative exposition of the Liberal opinion;
