A PECULIAR SITUATION. EMPRESS APPOINTS NEW EMI PEROft. LONDON, December 30. The Standard's Shanghai correspondent says that, private advices from Shansi atate that the Emperor Kwanghsu will bepennitted to return to Pekin, because the Dowager Empiess when at Taiyuenfu secretly appointed a fifteen' year old boy Emperor, y-Sitk the title of Tungs-sn. The latter travelled with the Imperial yellow chain and insignia of office to Si-ngan-fu. Kwangsu has appealed to the reform party to cooperate with the Government when he returns to Pekin.
