LONDON, April 18. ' Sir C. Warren's, General Buller's and Lord Roberts' despatches with reference to the capture and abandonment of Spionkop are gazetted. Lord Roberts, in acknowledging Colonel Thorneycroft's gallantry, severely condemns hia wholly inexcusable assumption of responsibility in ordering the retirement. He also holds tha,ti General Warren waa guilty of errors of judgment and want of administrative capacity, and blames him for not personally visiting Spionkop at the time of the crisis* Ha also .condemns General Buller for showing disinclination to assert hia authority and say what he thought best to be done. The newspapers express grave concern at the revelations, jand.'applaud Lord Roberts' wise and wholesome severity. Some anticipate General Buller's resignation.
