London, July 1. The South Wales coal owners insist <m the retention of the sliding scale, but the miners refuse to accept it. The wages paid to unassorted miners are 82* per cent above like rate ruling prior to the strike. r Later, Owing to Justice Williams' engagements, Sir Ed. Fry has been appointed Conciliator in the coal strike.
