TEMPERANCE PARTY'S NEWT BILL. Thk Alcoholic Liquors Sale Control Act Amendment Bill, introduced by Mr G. J. Smith, provides that after January 1, 1900, no licenses shall be granted ur removed, until the electors of the various districts and the colony as a whole have determined whether any licenses shall be granted at the licensing polls. The questions to be submitted shall be:—" Licenses in the district," "no license in the district," "no license in the colony." The licensing poll shall be taken on the same day as the election of Licensing Committees, and the same polling booths shall be used, scrutineers for candidates being permitted to act as scrutineers in respect of the licensing poll. If the result of a licensing is disputed, any 25 electors may require an inquiry. The expenses of the licensing poll are to be paid out of moneys appropriated by Parliament for that purpose. The Bill provides that a bare majority shall be sufficient for the carrying of any of the issues submitted, and that no licenses shall be granted until after another licensing poll has been taken. If colonial "no license" is carried, the fact shall be gazetted, and the determination of the people shall come into force on March 31, after the expiration of 12 months from the day on which the licensing poll was taken, and all licenses existing on the said March 31 may continue m force until the subsequent June 30, after whigh they shall not be renewed. If colonial "no license " is carried it will be unlawful to import into, or distil in, the colony any spirituous liquors, or to supply or sell any liquors, and in any prosecution for a breach of this section the onus will be cast on the accused of proving his innocence. Liquors imported into the colony are to be placed in the Queen's bond, and to remain there at the expense of the importers, who shall at once cause the same to be exported from the colony. No liquors are to be landed from any vessel arriving in the colony, and any liquor sold for medicinal purposes is to be rendered unfit for use as a beverage. Re* gulations are proposed under which liquor may be sold for medicinal purposes, or for use in the arts and sciences, and any chemists appointed for the sale of liquor for such purposes are not to make a profit from the sale. Ships with liquor on board.coming into New Zealand ports will have to keep that liquor closed up in an inaccessible place, and it shall not be used; and if any breach of this section is committed the master of the ship will be liable to a penalty of £ 100, Persons importing or manufacturing liquor will be liable to a penalty of not less than £100, and not more than £900 ; and provision is made for the appointment of special officers of Customs for the purpose of detecting or preventing violations of the law. With regard to clubs, it is proposed that if "no license" is carried in any district, club charters will cease after the June 30 then next ensuing, and if colonial "no license " is carried, club charters will cease at the same time as publicans' licenses ceasei Clubs are to be compelled to keep the same hours for the sealing of liquors as licensed houses, and the quorum of Licensing Committees is reduced to four.
