McKinley Empowered to Use Force.
Washington, April 19. The resolution as finally adopted by the Conference cf the two Houses stands thus: C.ingress directs and empowers President McKinley to use the land and naval forces to compel Spain to relinquish authority and government of L üba, to withdraw her forces, and to render Cubans free and independent.
Several American newspapers think that the President will exercise his veto or use discretion in enforcing the resolutioDs using such means as may be necessary to avoid war.
