London, March 24. j Speaking at Leicester, Mr John Money said that Home Rule all round was impracticable. If the Irish persisted in their demands the Liberals would grant a measure embodying'; provisions for a strictly subordinate legislature with increased devolution of local affairs^ in order to satisfy the claima of the Scotch and Welsh.
