Mr Cohen, in a valedictory address to the Education Board, urged Boards being entrusted with the enforcement of the compulsory clauses, and the Board supplying readers and text books to committees at prime cost as a firs'; step towards free text books which belong to schools. He counselled the Minister to convene, during the , recess, a Conference of Boards, over, which he should himself be President, with a view of introducing legislation making the system a truly national one and making amendments which have been proved necessary by past experience.
