Mr Smalley, the American correspondent of The Times,-«iys the Arbitration Treaty is " dead." The Senate is divided and Major McKinleys efforts .to compromise are in vain, as the Jingoes are implacable and jealous and the Executive dislikes Britain. The Times says the levity and caprice of the American Senate is surprising.
