The Arbitration Treaty.

The Foreign Relations Committee, to whom the arbitration treaty between | Great Britain and America was referred, has passed the treaty with certain amendments. By the amendments embodied in the treaty the Senatg^s to share in the power of making treaties. The proposal that claims should be submitted to arbitration is approved, but the selection of " Judges " as arbitrators is eliminated, and the appointment of " gentlemen nominated by the President" is substituted—such nominees to be subject to confirmation by the Senate. The post of umpire is abolished
