Continental Armies.

Paris, November 25.
General Billot, addressing a gathering of editors of the Service journals, said that 50 per cent, of the men of Continental armies only served for a year. He added that the commanders of these corps were perfect satraps, subject to no rule, and reform in this direction was imperative.
