Washington, December 5.
The Congress of United States met today, but adjourned without transacting other than merely formal business. The delivery of the President's usual message to the two Houses has been postponed for the present. In the House of Eepresentatives Mr Keiffe, Republican, has been elected Speaker.
London, December 5.
A Parnellite who was a candidate for the seat for Londonderry in the House of Commons rendered vacant by the appointment of the Kight Hon. Hugh Law to the Lord Chancellorship of Ireland, has retired from the contest. In an address to the electors announcing his retirement he urges the supporters of the Farneliite cause to rote for Samuel Wilson, the Conservative candidate.
Washington, December 6.
General Arthur delivered the usual Presidential message to Congress to-day. He stated that the question of construction of the Panama Canal was one of grave national importance, and should receive earnest consideration of the United States Government. In regard to British Columbia, it would be proposed that the British Government should modify the Clayton Bulwer Treaty, so as to abrogate the clauses which do not comport with obligations of America in British Columbia. The President then in reference to Home affairs stated that it was deemed imperative that the army should be increased by,at least five thousand men and that the reorganisation of the navy should be proceeded with without delay. He concluded by announcing that commission would be appointed to' take into consideration the question of revision of tariff and the reduction of taxation..
