This Association is promoted with the object of securing for its members freehold farms in the Waimate Plains (or some other Buitable locality) on the most favorable terms and conditions, with a view of supplying to some extent the great and increasing demand for small holdings for bona fide settlement. As soon as the block is decided upon, and the preliminaries arranged, it will be surveyed into sections of limited area and apportioned, by lot or otherwise, according to rules to be agreed upon at a general meeting of the subscribing members of the proposed Association in selections of a minimum value of One Hundred Pounds (£100) sterling, and a maximum value of (£400) sterling. The Provisional Directors will endeavor to induce the Government to grant to members of the Association such modifications of the land on deieTred-paymenfc clauses of the Land Act, 1877, as may facilitate occupation by bona fide settlers and subscriber" without .necessitating strict compliance with the present provisions of those clauses. The Provisional Directors will also endeavor to make provision for ample reserves • for religious; educational, recreation, and public health purposes, bs suggested by the Minister of Lands to the deputation which lately waited upon the Government with the view of bringing thi» scheme under their notice and favorable consideration. The payments are to be computed on some weU-defined, liberal, and easily-understood system of deferred payments, to be made by instalments extending over a period of, say not less than ten (10) years. Each subscribing member will be required to deposit a sum equal to-ten percentum of the total value of the share of land he applies for' before-bis application can be entertained, and a Further payment of t\ro percentum per month on said total value until such time as the block to be, applied for is acquired by the Aeßociation, and possession can be given to applicants* or until such, time as the Association shall make arrangements with the Government for allotting land to the subscribers, provided always thai; such monthly payments of two percentum do not extend to a further period than six months from date of application. All monies received are to be paid into tho Colonial Bank of Wew Zealand to the Association'i account, to be opened in the name of the Trustees, on fixed deposit bearing interest, and no withdrawals or payments to be made by cheque against such account without the authority and signature of the Treasurer, one of the Trustees, and three Directors being first obtained.' Agents, or Acting-Directors, for the Association will also be appointed in all the centres of population throughout the provincial district as soon as practicable.
