Evening Sitting.
At the Evening Sitting of the Hovse, after some preliminary business, Major Atkinson moved the second reading of the Property Assessment Biil. In doiog to he spoke strongly in favor of the Bill, comparing it favorably with an Income Tax. It was possible the loan would not float till March, and they would be in a much belter position if they were able to say that they bad provided by increased taxation the way" to make both ends meet.
Mr Ballanoe replied at length. He contended the taxation was net called for. He defended his own estimates, taying he believed they would be more correct thtn those of Major Atkiusou. Messrs Macandrew, Hutchinson, Turn* bull, Dick, Moss and others spoke against the Bill, and the debate was proceeding when the Telegraph office closed.
