By way of making my task easier, I wish to receive all the informa> tion on the subject that can be given, and with this view put myself in communication with those whose experience in such matters is beyond doubt. I shall be much obliged, therefore, if you mil acquaint me with your personal views as to the rfgime established by the decree of 1854.
