Bye-law of the Council of the Borough of Thames, made by special order of tho said Council this 22ud day of November, 1877, confirmed the 20th day of December, 1877, and sealed with the common seal of the said Borough the 22nd day of December, 1877. In pursuance of tho powers rested in them by "The Municipal Corporations Act, 1876," the Council of the Borough of Thames ordains as follow*, that is to Buy— That the proportion of the cost of the constructing all footways within the Borough of Thames to be charged upon the owners or occupierd of the land and buildings fronting such footways shall be as follows :— (1.) Whon the footway shall be an asphalt or flagstone footway—one-half. (2.) Whon the footway sbalj be other than an asphalt or flagstone footway— one-third. That the cost of each footway shall be fixed bb follows:—The Borough Engineer or the Foreman of Works to the Council of the Borough shall prepare for each a plan and specification of footway, showing tho width, length, lev.l, and material of which such footwny is intended to be made, i with the estimated cost per miming foot fcr same, and such estimate of cost shall bo agreed to by resolution of the said Council, and the cost of such footway shall be fixed in accordance therewith. Should you do mo the honour to rot urn me ns one of your Representatives, I shall advocate the formation of a Harbour, central and convenient to the general public, that would be approachable by vessels trading to the port at all times and Lidos. As it requires money to accomplish this object, I should be in faTour of making persistent application to the General Government, both for " money and endowments, to enable the Bonrd to carry out thi* much* needed accommodation for the Port; and when we remember that places such as Timaru, Oamaru, Ac, are in possession of large and valuable Endowments, and spending thousands of pounds iv improving their bar bours, surely the Port of Tlinines ought to placed on as good a footing as those towns which contain, perhaps, about half the population we have on the Thames. In coming before the Electors again I would simply state that I have uo^privato ends to serve by seeking re-election, other than the general good of the Port and District of Thames; and, should the Electors be pleased to Return me, I will esteem it an honour, and do my best to serve them.
