November 2. President. Grant has sent a note to Madrid, urging the settlement of the Cuban question, and recommending Cuban independencies. America and Spain are strengthening their fleets. General Tyatieff, in an interview with the Sultan, distinctly pointed out the financial dilapidations of the Turkish Kingdom, and that the mal-administration of the Government will have the effect of disconnecting the population unless urgent reforms are carried out.
The Admiralty Slave Circular has been withdrawn. 'November 5. Mr W. E. Forster, M.P., yesterday opened the session of the Edinburgh Philosophical Institute % with an ad- , dress on the colonial empire. He pleadod ? for an Imperial policy in the Colonial Office, and strongly deprecated the separation idea. He said future statesmen will arrange the practical details of some federation scheme.
