CHINA WAR
U.S. Interference Alleged (8.40 p.m.) CHUNGKING. Oct. 31. A Communist spokesman charged the United States with interfering in Chinese internal politics. Non-Communist quarters said it was feared that the Communists might deliberately provoke a clash with American Marines to arouse an agitation in the United States for their withdrawal. The “New York Herald-Tribune” said that if the strenuous efforts of Russia and America in co-operation cannot prevent a civil war. the Chinese should be permitted to decide the issue by battle without outside intervention. American troops should have been withdrawn. Neither Russia nor America should interfere. A Central Government military dispatch. issued to-day. reported that 10.000 Chinese Communist troops attacked the Government forces around Chining, on the Peiping-Sufyan railway, in the Inner Mongolia of Province SiX van The dispatch acknowledged that the Communists captured Chining. This in interpreted as part of a concerted Communist effort to seize the entire railway which, if successful, would block the overland movement of Government troops from China to Manchuria. Meanwhile. reports are circulated that thousands of Central Government troops landed at Chin-wang-Tao. on the Peiping-Mukden rail’.wy south of the Great Wall.
