Field-Marshal Sir Bernard Montgomery in an introductory message in the first number of the British Zone Review” writes:— “The defeated enemy must be made to put his house in order and leam to feed himself. He must also be made to pay for the war. He must first be raised to his feet and made to work in such a way that he will be able not only to liquidate his own debts, but also to find his own salvation. We shall try to be who conquerors. As we were strong in battle we will be just in peace.”
