WORLD TRADE UNION FEDERATION
Constitution Discussed LONDON, October 1. The committee to consider the constitution of the new World Trade Union Federation has been appointed and has began work, says the Paris correspondent of the Exchange Telegraph Agency. The committee will report to the world conference within a few days. It is widely representative, and includes Mr Sidney Hillman (America), M. Kuznetsov (Russia), Sir Walter Citrine (Britain), Mr J. Butler (New Zealand). The New Zealand and Australian delegates at first were unable to agree as to who should represent both countries, but the differences were resolved by the appointment of Mr Butler. No agreement was reached regarding a representative for India. Russia will not be represented at the opening of the 1.L.0. conference in Paris on October 15. M. Vasili Kuznetsov, head of the Russian delegation to the World Trade Union Congress, said that Russia was not a member of the 1.L.0. and would not participate, because she did not think the 1.L.0. could represent labour in international affairs.
