Far Eastern Commission

Preliminary Agreements (7.30 p.m.) LONDON, Sept. 30. The American Embassy issued the following statement: —“Mr Joseph Byrnes announced that he had received from Mr Ernest Bevin the British Government’s consent to the proposal made by America on August 22 for the establishment of a Far Eastern Commission to formulate policies for carrying out the Japanese surrender terms.” The commission will also be asked to consider whether a Control Council should be established and, if so, the powers which should be vested in it. Russia and China have already consented to the establishment of a commission. France, the Philippines, New Zealand, Australia, Canada and the Netherlands will be invited to become members. The first meeting of the commission will be convened at Washington in the near future. Mr Bevin, in agreeing to the establishment of the commission, stated it was his understanding that the commission could determine whether it could determine whether it should meet in Washington or Tokio.” Mr Byrnes confirmed Mr Bevin’s understanding and said the United States representatives would be instructed to vote for the commission holding meetings in Tokio. Mr Bevin also requested that India be invited t.o become a member. Mr Byrnes said that the United States would agree to the request, which would be submitted to Russia and China for their approval.
