Continental Shelf WASHINGTON, Sept. 28. President Truman has issued a proclamation asserting United States jurisdiction over the oil resources of the continental shelf under the waters bordering all American coastlines. He said that petroleum geologists believed that portions of the continental shelf beyond the three-mile limit contained valuable oil deposits. The order would make possible the orderly development of an underwater area of 750,000 square miles. The continental shelf was considered to be submerged land contiguous to the continent and covered by not more than 600 feet of water. Mr Truman's oil proclamation also empowered the establishment of fishery conservation zones contiguous to the United States. It was offlially stated that the Japanese exploitation of fisheries in Alaskan waters had contributed to the Government’s decision.
