Nehru’s Proposals (7.30 p.m.) BOMBAY. Sept. 27. Announcing his blueprint for a free India, Pandit J. Nehru (Congress Leader) said there must be socialistic planning. The proposals included State ownership of key and other important industries, the reorganisation of the land system by the abolition of Zamindari (individual tenure of land) the introduction of large cooperative farms. Pandit Nehru said that large scale industrialisation was necessary, but there would be sufficient scope for the full development of village industries. State control of the textile industry would be necessary in the interests of the handloom industry. Heavy industries, together with mineral resources should be Stateowned. Other industries would probably be left to private enterprise, but there could be a measure of control to prevent excesses. • Discussing the constitutional problem Pandit Nehru said: “I have been asked what specifically I would liave liked Lord Wavell to do. I reply, ‘it should be made pretty dear that the British Government proposes to walk out of the picture and that it is determined to do that’.” He added: “If you look realistically at the world scene you will see that India is undoubtedly in a strong bargaining position.
