Americans Work On Plan Low Interest Rate By Telegrapn n z Press. <<• -neb NEW YORK, Sept. 27. American officials working out plans to help the British are believed to favour a loan of 5,000,000,000 dollar* at a low rate of interest without strings as to where the money can be spent, says the Washington correspondent of the Associated Press. The presentation of the plan to Congress depends on further negotiations and formal acceptance, of the idea in London and Washington.
