The Washington correspondent of the “New Work Herald Tribune” says the United States discarded proposals which contemplated placing an iron ring of military might around Japan, as it would have meant death for several millions from starvation and the whole population would eventually be undernourished. The United States also rejected a proposal for an economic blockade with rehabilitation agencies like UNRRA to supply internal insufficiencies. ' ■
