(7.30 p.m.) NEW YORK, Aug. 13. Yenan radio, replying to Generalissimo Chiang Kai-shek’s order to Chu Teh, claimed that Chiang's stand is contrary to the Potsdam Declaration, and also was put out in an attempt to instigate civil war. It added that the Chinese people demanded that Chu Teh's troops should have tb° eight to send representatives directly tw participate in accepting the Japanese surrender of military control in Japan and to have a seat at the peace table.
