A NINE-POINT PLAN
British Military Rule In Tripolitania LONDON, January 26. A nine-point plan for British military government has been issued to the people of Tripolitania. It takes the form of a proclamation posted up in Tripoli.
The British Minister of State in the Middle East (Mr R. G. Casey) said that the plans were actually prepared before the Eighth Army’s advance.
The proclamation calls upon the population to be tranquil and obey orders. Arrangements are being made for medical treatment for the people and for food supplies. British courts will deal with such crimes as sabotage and guards will be placed on all public buildings. The military government, states the proclamation, will be firm, but just. Fascist officials and members of the Fascist party who are not officials will be interned and Fascist organisations will be closed. The teaching of Fascist ideas in schools will be prohibited. All funds and assets in the banks will be frozen. The Italian courts will continue to function for civil crimes, but they will be under the control of the military government. Tripolitania will be occupied as enemy territory until its destiny is decided by the United Nations.
