(Rec. 1.30). LONDON, May 20. Diplomatic reports indicate that Russia and Germai.y are negotiating for joint action in the Middle East. Russian troops are undergoing spring manoeuvres in the vicinity pf Tashkent. The Ankara correspondent of the “New York Times” says shipping circles say that Germany is negotiating for the use of Russian ships on the Black Sea to carry war materials to Russian ports for transhipment to Iran. Germany is also believed to be seeking permission to ship troops and war materials across the Black Sea, then across Jal .sia to Iraq. It is also reported in Ankara that Russia has agreed to relinquish her share in the control of the Danu e Delta in exchange for certain gains in the Middle East, possibly a warm water port on the Persian G f.
