GERMAN PROTEST

(Rec. 2 a.m.) LONDON, May 9. Germany has protested to the United States against pending Congressional legislation to give President Roosevelt power to requisition foreign ships now immobilised in American ports. It is learned that 27 American merchantmen in a few weeks will begin carrying war materials into the Red Sea, for British use to spite of Axis threats to sink American ships.
