House Gives Power To President United Press Association —By Electric Telegraph—Copyright (Received August 17, 1 a.m.) WASHINGTON, August 16. The House by 342 votes to 33 passed legislation empowering President Roosevelt to mobilise 360,000 guardsmen and army reservists for a year’s military service anywhere in this hemisphere, United States possessions or the Philippines.
