United Press Association —By Electric Telegraph—Copyright (Received February 11, 6.30 p.m.) BOMBAY, February 10. Mr Gandhi in an article in his paper. “Harijan," expressed the opinion that his meeting with the Viceroy iLord Linlithgow) has clarified the situation. He said that negotiations had not closed and the hour for civil disobedience was not reached. He does not doubt the sincerity of Lord Linlithgow, who is doing his utmost to understand the position of Congress. Regular Troops Reinforced A message from Delhi states that the Government is reinforcing the regular troops with civil armed defences in the north-west frontier districts at Bannukohat and is constructing temporary posts in the hilly country. The Shabikel, the only remaining tribe in the north-west frontier which is hostile to the Government, has made peace and has furnished cash securities.
