Threat Of American Embargo United Press Association—By Electric Telegraph—Copyright (Received January 23, 1.20 a.m.) TOKIO. January 22. The Foreign Office spokesman stated that Japan is watching the Washington talks with great concern. The conferences include a discussion on an American moral embargo which is important and psychologically undesirable from the Japanese viewpoint. Probably before the expiration of the Pact Japan would issue an ordinance preventing the invocation of differential duties against the United States, otherwise this would be automatically applied.
