Two Premiers From Province

South Canterbury and Parliament Where Parliament is concerned the boundaries of the electorates have not always followed the courses of the great rivers, the Waitaki and the Rangitata, for sometimes the electorates were astride these streams, the representatives having their attention divided either between South Canterbury and Otago or North Canterbury and South Canterbury. To-day, for instance, the Temuka seat extends north of the Rangitata to the Ashburton River, whilst the Waitaki electorate extends many miles into northern Otago. As in other parts of the Dominion seats have come into existence, held their position for a time and then vanished, such as Gladstone, Pareora, Geraldine and Rangitata. The South Canterbury representatives, with their constituencies and period of service are given below. It is worthy of note that of South Canterbury representatives, two, Sir Edward Stafford and Sir William Hall-Jones, attained the Premiership, whilst three others, the Hon. William Rolleston, Hon. F. J. Rolleston and Hon. John Bitchener won Cabinet rank. Further, Sir William Jukes Steward was Speaker of the House of Representatives from 1891 to 1894.

Legislative Council ■With regard to the Legislative Council it cannot be claimed that this part of the Dominion has been treated with generosity, indeed, no section of New Zealand has been consistently so inadequately treated in this respect, and ! since the retirement of the late Hon James Craigie in 1930 one could travel from the confines of Christchurch to Dunedin without finding a representative of that branch of the legislature. Up to the time of his death, the late Sir William Hall-Jones held a seat in the Council but for more than 30 years he had ceased to be resident of South Canterbury, and was regarded not as a representative of this part of the Dominion, but of Wellington, that being given as his designation in all official documents.
