The Leicester City Council ruled that a blind person marrying another who was blind shall not be employed by the Leicester Blind Institute unless he can produce a medical certificate that such marriage would be childless. Councillors who opposed the decision pointed out that the law allows blinded persons to marry, for which reason it was entirely wrong for the council to bring economic pressure on the blind to.submit to sterilisation.
