C. listeners. “Mr Roosevelt himself has asked for non-partisan support—and he is getting it. This is a beginning. What the development of such a beginning will be in American national affairs depends primarily on what happens in Europe. It might keep Mr Roosevelt in the White House for a third term. For the present, he appears to sum up in his policy the American view of the war.
